A lot of the features in Galaxy AI can be managed directly on the phone, without any data being sent away. However, not everything, and if you want, you can limit the AI features so that no information leaves your device.

It is possible to translate content, but not summarize it. You cannot have your chat messages rewritten without first sending them to the cloud, but you can have your calls directly translated without any information leaving the device. In the Galaxy AI Settings, you can restrict the AI so that only the functions that can be handled locally on the device are available, and everything that requires content to be sent to the cloud is blocked.
